There is no single price for chartering a private jet from Houston. The cost changes with the route, aircraft, number of passengers, schedule, airport, and where the airplane is coming from before it picks you up.

The goal should not be to move up in aircraft size unless the trip actually calls for it.
Flight time
A Houston to Dallas trip is very different from Houston to New York, Miami, Aspen, or Los Angeles. Longer flights mean more aircraft time, and some routes may require a different class of airplane altogether.
Where the airplane is located
This is one of the biggest reasons charter quotes can vary.

Can an empty leg save money?
It can, when the timing works.
An empty leg happens when an aircraft needs to move without passengers. If that airplane is already going in the direction you need to travel, there may be an opportunity to book the flight at an attractive price.
The tradeoff is flexibility. Empty leg schedules can change, and the departure time has to fit the aircraft's existing trip. They can be a great opportunity, but they are not something most travelers should build an important trip around unless the schedule is flexible.
